Each tarot deck varies a little to a lot from each other depending upon what meaning the creator of the deck chose to give to the meanings of the cards. The higher arcana cards tend to be more the same from deck to deck although there are still some differences. But the lower arcana is a lot different from deck to deck from what I have noticed.
