Each tarot deck varies a little to a lot from each other depending upon what meaning the creator of the deck chose to give to the meanings of the cards. The higher arcana cards tend to be more the same from deck to deck although there are still some differences. But the lower arcana is a lot different from deck to deck from what I have noticed. I don't understand the rest of your question though, so I cannot answer it.

No, tarot cards are not all the same, but you can use them all to ask the same type of questions. Most tarot decks have the same basic contents of Major and minor arcana cards etc but the artwork can be very different, the symbolism can also be different and the meaning of each card may vary depending on what tarot deck you use. Some decks are easy to read for a beginner and some are very complicated. The Rider-Waite deck is the most commonly used one www.learntarot.com/rwdesc.htmThis deck is often used as a beginners deck. The Aleister Crowley Thoth Tarot is a much more complexed deck with beautiful artwork: www.aeclectic.net/tarot/thoth/Then there's the Witches Tarot www.aeclectic.net/witches/index.html and about a billion other decks available also. You need to find a deck that appeals to you, where you like the artwork and the general feel of the cards. You also need to be able to read the cards easily without looking every card up in the instruction manual, and that will mostly work well if the symbolism on the card images is good.
